Concept Note
GCTC organises The International Conference on Counter-Terrorism on an annual basis and has managed four
such conferences so far. This year GCTC is organising its 5th’ International Counter-Terrorism Conference 2022
which is scheduled from January 17 to January 22, 2022.
Through this Conference we at GCTC would like to initiate an extensive dialogue over the terrorist threat
landscape, as to how terrorist organisations are escalating and how the security agencies or concerned
authorities across the globe need to evolve to keep up with said changes. We aim to carve solutions to meet
future challenges. We believe in international collaboration, and we look forward to the diversity of advice,
opinions, policies, and technologies that will be on offer and deliberate countering terrorism.
Terrorism remains a complex phenomenon in which violence is used to obtain political power and spread fear
by killing and maiming civilians. With the emergence of the ‘Arab Spring’, the ‘Twitter Revolution’, the killings
of Osama Bin Laden and Anwar al-Awlaki, it was speculated that militant Islamic terrorism was nearing its end.
However, the rise of the so-called Islamic State, together with the terrorist attacks in Paris in November 2015
and Brussels in March 2016, as well as the ongoing situation in Afghanistan, serve as a reminder that such
terrorism will be with us for many years to come.
To effectively defeat terrorist forces, the international community must pool its resources and work together per
international law and human rights to reduce support for terrorism and highlight the illegitimacy of terrorist
ideologies and goals.
The Conference will deliberate on Global Terror Landscape Overview followed by area-specific threats,
challenges and responses. We will also be covering the Changing Dynamics of Terrorism Trends in India.
Various tactics of terrorism or terrorist activities have evolved in these years, such as vehicle-based bombing,
radar free drones bombing, Suicide Attacks, Bioterrorism, Lone Wolf, Cyberterrorism, Shooting, beheading,
Illegal trafficking of narcotics, animal or human, etc. In our view international cooperation is crucial to address
the global threat of terrorism to peace and security.
GCTC, through this Conference, aims to deliberate on the root causes of Global Terrorism and present practical
solutions to the problems faced by society and the Government.
This Conference organised by GCTC will help us better understand the challenges of terrorism faced globally
with the help of leading experts in this field. We will explore the different manifestations of terrorism in the 21st
century and the counter-terrorism measures to halt the spread of extremist viewpoints that lead to violence.
